The Small Business Administration’s 8(a) Program can provide a fast and efficient way to negotiate a sole source contract with HGS.  As a Native Hawaiian Organization (NHO), HGS is able to receive sole-source contracts above the 8(a) ceiling for Department of Defense contracts, thus offering its Federal government customers a highly valuable contracting vehicle that streamlines the acquisition process.

Contract awards to HGS under $100 million may be accepted by the SBA for a sole source contract without additional justification and approval [FAR 19.808-1(a)] and are not subject to protest [FAR 19.813(a) and (b)], which can dramatically decrease the amount of time between solicitation and notice-to-proceed.
